As the East Midlands is made up of smaller cities, towns and communities, it has not told a bigger story before. Together, we can put the East Midlands on the map as a place to live, work, study – growing its profile, its prosperity and its sense of pride.

Our task is to conceive the strategies and create the connections that will empower local partners, people and businesses – guiding the way that billions of pounds of funding will touch day-to-day lives. Think affordable housing; a healthier environment; boosted wellbeing; increased tourism; improved infrastructure; green energy; enhanced skills and high-quality jobs – with transport that links people to training and employment.

What’s exciting is the opportunity to be here from the beginning. None of us will have inherited our position. I am shaping my role as the region’s first Elected Mayor. Mayor Claire’s Pledge

The new East Midlands
Combined County Authority

The opportunity to bring your talents to EMCCA has been created by the devolution deal signed in November 2022 between the four upper-tier councils of Derbyshire County Council, Nottinghamshire County Council, Derby City Council and Nottingham City Council.

As part of the deal, a new East Midlands Combined County Authority (EMCCA) has been created, led by the newly elected East Midlands Mayor, Claire Ward. EMCCA is the first mayoral combined county authority in the country – joining us is your chance to help shape a pioneering organisation that faces very different challenges to existing mayoral combined authorities serving urban conurbations.

The deal guarantees a funding stream of £1.14billion, spread over a 30-year period, alongside devolved powers around transport, housing, skills and adult education, economic development and net zero.

Our remit is to invest in homes, skills, transport and the environment across the region. We will look at the big issues that affect the whole region and take a joined-up, system-wide approach to dealing with them, providing greater benefits across a wider area.

We will use new powers and extra funds to build on the region’s strengths and tackle its challenges with the aim to make it more prosperous, sustainable and fairer, supporting inclusive growth.

The EMCCA is not a brand-new tier of government. It is a devolution that will move existing funding and powers from London, directly to us in the East Midlands. This is an opportunity for local voices in the private, public, and voluntary sector to be heard and have a greater role in decision making.
